Prime minister Narendra Modi’s centenary address at the university of patna in bihar included the annoucement of a competition to indentify 20 indian universities that have potential to become “world class” offering them financial support and “unshackling” them from regulations and restrictions, they will be free to develop their own roadmaps and pursue their idea of excellence. A panel of experts will oversee the selection process.

Improvement of higher education

Through this process the government can identify visionary institutions where private support would be well used.

Who is afraid of university autonomy? Scholars have nothing to lose but their chains.

The government’s decision  to code autonomy to 62 higher education institutions that have  all met  the highest national standards for educational quality in learning outcomes has generated a range of responses.

University Autonomy

Vesting decisions about course design and content with scholars recognises their expertise, trusts their capacity to judge what is important enough in their field and respects their depth of discipline knowledge.

Bagging grants from the centre will require universities and colleges to compete amongst themselves . Facilities  given to students , teacher absenteeism, laboratories, libraries, placements held , will  all matter for getting grants.

RUSA 2 .0 : Draft Guidelines for Consultation http://rusa.nic.in/2018/04/20/rusa-2-0-draft-guidelines-for-consultation/ http://rusa.nic.in/2018/04/20/rusa-2-0-draft-guidelines-for-consultation/#respond Fri, 20 Apr 2018 06:42:29 +0000 http://rusa.nic.in/?p=13643

The aim, like RUSA, remains the same: to empower institutions across India. But this time around, in its edition 2.0, funding will be linked with how robust the institute’s core is, how many faculty have been appointed, how well equipped are the laboratories, the stock of journals and books in the libraries, all matter.

RUSA 2.0

RUSA is structured on certain inviolable guiding principles. The States are expected to keep these principles as guiding posts while formulating their State Higher Education Plans and developing their strategies.

Utilization

The fund was used for construction of new buildings, renovation of old buildings and for providing equipment to laboratories, libraries, computer labs etc.. The amount was spent on 40 government colleges, including model degree colleges, across the State and Rs.20 crore was allocated to Osmania University.

The State has achieved the first position in the country in utilization of the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) funds.

This was communicated by the Union Ministry of Human Resource Development recently to the State government during a video conference with all the State Governments on the progress of the RUSA scheme.

According to officials of RUSA Centre-Hyderabad, fund utilization in some States was 2 to 3 three percent and in Andhra Pradesh, it was 24 per cent.

“The State could tap funds from the Central Government due to reforms introduced like Degree Online Services Telangana (DOST). No State in the country has introduced online admissions for undergraduate courses. Besides, the government introduced the Choice Based Credit System and also gender sensitivity at the undergraduate level,” said Dr. Soundarya, Project Officer, RUSA Centre, Hyderabad.

RUSA is a Government of India initiative in collaboration with State governments aiming at equity, access and excellence in higher education.
